They, along with every citizen of the state we call home, also expect PG&E to help improve their quality of life, the economic vitality of their communities, and the prospect for a better future fueled by clean, safe, reliable and affordable energy.Department OverviewThe Electric Operations Transmission Compliance Team provides oversight for Operations and Planning (O&P) and Critical Infrastructure Protection (CIP) electric transmission regulatory requirements per FERC, NERC, and WECC. This includes ensuring that all NERC O&P and CIP Standard compliance requirements are known, have documented processes, and that evidence of compliance exists. The Transmission Compliance department is the primary liaison between PG&E Electric Operations Line of Businesses and WECC, NERC, and FERC Regulatory agencies. Additionally, the Transmission Compliance Team is the primary liaison with FERC, NERC, and WECC for audits, events, data requests, self-reports, etc.Position SummaryThe Electric Compliance Specialist, Expert will be part of a team that is responsible for managing the daily activities for Transmission Compliance oversight, including:

  • Ensuring use of PG&Es Corrective Action Program (CAP) for all regulatory concerns, issues, and/or improvement opportunities.
  • Provide regulatory direction to the EO organization and all necessary personnel to ensure that regulatory requirements are met.
  • Coordinate with PG&E Law on all compliance-related issues, analyze regulatory issues and suggest when to self-report or communicate with regulators, ensuring PG&E LOBs have robust Compliance Programs in place for each NERC Standard.
  • Report compliance activities and issues to the NERC Steering and NERC Governance Committees, advise NERC Standard Compliance Programs on early detection and prevention of non-compliance events.
  • Drive improvement of PG&Es Culture of Compliance, and routinely coordinate and align with PG&E NERC Standard Owners and Delegates on compliance.
  • Work Location is flexible, San Luis Obispo area preferred
  • Travel Required: Up to 25% of the time.
  • This position has team members and LOB clients throughout PG&Es service territories. To maintain strong customer service, regulatory support, and teaming, this position will require some travel to PG&E facilities within the electric system territories across California.
  • Travel methods and dates are normally flexible and negotiable. Responsibilities
  • Leads the development, implementation and maintenance of an operating and reliability standards compliance framework
  • May monitor transmission or distribution operations to ensure compliance with national, regional and local regulations
  • Applies Subject Matter Expertise (SME) in operating and regulatory knowledge to evaluate operating events, disturbances and performance
  • May lead company response to regulatory data requests, investigations, compliance and regulatory audits and customer inquiries
  • Provides expertise and training on self-reporting, root cause analysis, and the development of mitigation plans
  • May respond to ad hoc requests from other lines of business to consult with them on compliance related matters
  • Ensures that all documentation is current, complete, accurate and in compliance with applicable regulatory standards. May enter documentation into enterprise database systemsAdditional Job Duties
    • Monitor and track LOB-owned compliance issues in CAP, initiation through closure
    • Identify and track trends or patterns in non-compliance
    • Monitor and track cause evaluations relating to regulatory compliance issues
    • Participate in CAP Review Team (CRT), as needed
    • Implement commitment tracking activities associated with regulatory requirements
    • Monitor compliance-related metrics, developing new metrics as needed
    • Work directly with NERC Standard Owners, offering solutions for identifying, mitigating and preventing gaps within Compliance Programs
    • Work closely with Law Senior Counsel on all compliance determinations and program gaps
    • Implement WECC / NERC / FERC self-reporting process, including making non-compliance (PNC) determinations and preparing self-reports to the regulator
    • Oversight of WECC / NERC / FERC regulatory audits
    • Monitoring the resolution and closure of internal and external audit findings within NERC Compliance Programs
    • Validating, through Gap Analysis and Self-Certification, that complete and accurate evidence of compliance exists
    • Supporting requests from the NERC steering Committee and NERC Governance Committee
    • Preparing presentations on compliance topics for the Electric Operations Vice Presidents and Senior Vice President, as needed
    • Write and edit standards or procedures as needed
    • Develop and enhance compliance-related training Qualifications Minimum:
    • High School or GED
    • Seven (7) years of experience in compliance, including some experience in a project leadership role managing multiple and complex projects Desired:
    • MS / MA / MBA / PE / PMP plus:
    • In depth experience with O&P and / or CIP NERC Standards
    • Experience in Electric Utilities (Distribution, Transmission, Substation, IT, Power Generation / Nuclear)
    • Experience with other regulators or regulating agencies such as: NRC, CPUC, CAISO, etc.
    • 5+ years of Project Management experience
    • Experience with SAP / CAP
    • Facilitative Leadership Training Certificate
    • Root Cause and / or Cause Evaluation Qualification
    • Experience writing procedures
    • Analytical and problem-solving skills
    • Strong communication skills, both written and verbal to effectively communicate to a variety of audiences
    • Proficient in Microsoft Word, Excel, PowerPoint
