Full-time employees are 100% vested upon enrollment into the plan. CAPSLO matches 60% of every dollar contributed up to an annual maximum of 15% of your annual salary (not to exceed IRS limits). Holidays Twelve paid holidaysand one paid Personal Holiday during the course of each calendar year. Vacation/Sick Leave CAPSLO awards 80-160 hours of vacation annually with a maximum accrual of 320 hours, depending on years of service. Paid Sick time is accrued at 8 hours per month with a maximum accrual of 280 hours. This position is bilingual-bilateral required. A test will be administrated upon hire Position Summary: Responsible for community wide Child Care Resource and Referral services that pertain to child care issues, child care referrals, child care legislation and training/workshops for providers. Work with parents/caretakers assisting them to select child care. May be involved in Child Care Food Program continued implementation. Duties are performed in collaboration with the Child Care Services Supervisor and the Child Care Resource Connection Director. Supports CAPSLO's mission by ensuring that referrals for services and related activities are promptly and appropriately processed to help clients expediently.Responsibilities & Duties:1. Plans, develops, and conducts workshops/seminars for individuals to become child care providers. 2. Provides resource and referral information on child care, including licensing information that pertains to a referral service. 3. Maintains daily communication and coordination with the Department of Social Services and Child Care Resource Connection staff to assure participant placement and eligibility under CalWORKs and subsidy programs. 4. Compiles Resource Referral statistics, and computes data for monthly and quarterly reports. 5. Performs various clerical tasks including: typing, word processing, computer input, compiling statistics, copying, maintaining mailing lists, receiving and routing incoming program mail, and filing. 6. Represents programs at appropriate workshops, conferences and meetings. 7. Attends CCRC/CCIP Advisory Board Committee meetings, as applicable. 8. May act as library receptionist and perform some library clerical functions during hours open to the public. 9. May be assigned to perform duties as an enhanced referral counselor, as well as other assignments. 10. May be assigned to perform duties as an enhanced referral counselor, as well as eligibility assignments. 11. Performs other duties as assigned.Specific to the Child Care Food Program (CCFP):12. Answers questions and provides information to parents, providers and the public regarding the CCFP. 13. Recruits, enrolls, and trains new providers on CCFP requirements. 14. Conducts site visits to monitor adherence to regulations. 15. Processes income eligibility and determines tier level. 16. Composes correspondence and educational hand-outs. 17. Attends meetings with CCFP state and agency representatives. 18. Plans and facilitates workshops, develops and assists in outreach programs. 19. Gathers report information for monthly state reports. 20. Performs other duties as assigned.Responsibilities & Duties (Child Care Service Specialist II):1. Maintains case records for providers who have elected to be included in the CCRC referral system. Continuously updates the referral files to maintain their integrity for community use and for reporting purposes. 2. Assists in maintaining the Enhanced Services Program Automated System. Assists with enrollment and monitoring of the Food Program, and reparation of claim documentation including monthly calculation of meal reimbursement. 3. Maintains the Case Data Automated System for tracking and reporting. 4. Plans, develops and maintains a provider database to track statistics. 5. Acts on and records information received from intra/inter agency sources. 6. May give training and direction to Child Care Service Specialist I. Minimum Educational and Experience Requirements: Child Care Services Specialist I: Combination of education and/or experience equivalent to three years in social services, child development, resource and referral and/or case management. Child Care Service Specialist II: Combination of related education and/or experience equivalent to five years in social services, child development, resource and referral and/or case management. One year of which must be experience working as a Child Care Services Specialist I, or equivalent experience to performing duties at a Level II in another Resource and Referral Agency in California using State and Federal Regulations. Bachelor's Degree is preferred.Other Requirements:1. Must be able to maintain computer documents and database spread sheets. Must be computer literate, with knowledge of Microsoft Word and Excel. 2. Must be able to work the flexible hours required in order to meet obligations of the position. 3. Must have dependable, insured transportation and valid California Driver's License (mileage to be reimbursed) and acceptable driving record. A DMV printout and proof of insurance is required. 4. Must be able to manage multiple tasks successfully. 5. Must be able to train other staff. 6. Must be able to apply sound judgment in decision-making. 7. Must be able to present ideas in a clear, concise and literate manner, both verbally and in writing. 8. Must be able to maintain client confidentiality. 9. Must be able to maintain accurate records, compile and report statistical data. 10. Must be self-motivated and be able to work with a minimum of supervision. 11. Must be able to work cooperatively with persons in the child care field. 12. Must be emotionally mature, stable, and tactful. 13. Must be able to operate a calculator and various, other office machines. 14. Must be able to relate well to all people of the community regardless of color, national origin, religion, sex, pregnancy, age, marital status, veteran status, sexual orientation, disability or socio-economic level. 15. Must use reasonable precautions in the performance of one's duties and adhere to all applicable safety rules and practices; and act in such a manner as to assure at all times maximum safety to one's self, fellow employees, clients and children. 16. Employment is contingent upon meeting all job requirements and background requirements: criminal history check, education verification, acknowledgement of child abuse reporting responsibility, criminal record statement, etc. A criminal history clearance is required within seven days of completing the Live Scan. 17. Must understand, uphold, and continue working toward accomplishing the mission, strategic goals and performance measures of the agency.Physical Requirements and Environmental Requirements:Positions requires intermittent sitting, standing, walking, twisting, bending. Must be able to lift 30 pounds. Simple grasping and hand manipulation required, as well as reaching above and below shoulder level. Requires working indoors in temperature-controlled environment with some exposure to copier and printer chemicals/fumes.
