Job Description:

The Purchasing Position by its nature is broad in scope and subject to modification from time to time. The following description is not meant to be restrictive, but to generally outline duties and responsibilities.
Reports to: Owner/VP of Construction Job Locations:

  • Central California Coast from Monterey Bay to Santa Barbara,
  • Offices in Marina and San Luis Obispo California,
  • Corporate Office - Clovis, CA Responsibilities and General Duties: Purchasing: Negotiate bid and enforce cost-effective contracts on all phases of projects.
    • Prepare and bid direct budgets and offsite budgets.
    • Evaluate alternative methods of construction for cost efficiency and quality.
    • Reduce costs through value engineering of plans and organize setting up meetings.
    • Responsible to organize specifications meeting and coordinated specification
    • approval to bid project.
    • Review plans to maximize the perceived value/cost ratio.
    • Prepare estimates of material and labor.
    • Maintain projected budgets to minimize cost increases, overruns and variances.
    • Establish standard procedures for estimating and purchasing.
    • Maintain up-to-date files on subcontractors and houses.
    • Create and maintain scope of work for each trade - coordinate with field and project specification.
    • Writing and reviewing product specifications, maintaining a working technical knowledge of the goods or services to be purchased.
    • Evaluating and monitoring contract performance to ensure compliance with contractual obligations and to determine need for changes.

      Cost Control:
      • Assess possibility for back-up contractors for weak areas.
      • Monitor and control costs on all change orders and supply accounting with accurate change orders that reflect field changes.
      • Budget/meeting preparations, including material and labor take-offs.
      • Update bids and pricing for price changes in market, specification, options and changes.
      • Recruit, select, train and manage subcontractors and suppliers.
      • Participate in design and correction of design problems to keep costs in line with the budgets and avoid repetitive mistakes.
      • Administer a cost variance analysis and reduction program.
      • Train superintendents on contracts.
        Hire Trade Contractors and Suppliers:
        • On an annual basis, coordinate with the V.P. to review and update the Trade Contractor Master contract if needed.
        • Continuously network to identify quality trade contractors and suppliers and build a balanced vendor base for all functions.
        • Coordinate with the V.P. of Construction & Coastal President to assess the quality and quantity of the trade contractor base and initiate changes or additions where necessary.
        • Solicit bids from trade contractors and suppliers, negotiate prices and make final decisions regarding selections in in conjunction with VP of Construction and Coastal President.
        • Assist trade contractors and suppliers in resolving any problems related to purchase orders on payments.
        • Continually solicit feedback from construction team members on performance, assist in the resolution of problems and make any necessary changes if issues cannot be resolved.
        • Assist superintendents and service personnel in resolving problems with incomplete or unsatisfactory work by trade contractors.
        • Maintain relations with all subcontractors so that we can get maximum performance/quality and constant pricing. Maintain project subcontractor efficiency in order to keep pricing low. Purchase Orders:
          • Create and maintain purchase orders for all standard plans and options.
          • Oversee the creation of specific purchase orders which indicate customer modifications and changes in addition to standard features.
          • Price NON- Standard options as needed and requested by Sales.
          • Ensure problem purchase order issues were resolved.
          • Oversee the preparation and distribution on purchase orders for retrofits or non-standard selections or change orders.
          • Oversee the processing of variance purchase orders.
          • Assist the V.P. of Construction and Coastal President in the resolution of any recurring problems resulting in variance purchase orders.
          • Coordinate with the V.P. to review the trade contraction insurance requirements form and communicate any changes to trades.
          • Generate variance purchase orders as needed.
          • Prepare variance reports for monthly review with the V.P. of Construction and Coastal President. Contracts:
            • Run master contracts for each subcontractor.
            • Run subcontracts for each tract per subcontractor.
            • Run exhibit E's for each subcontractor per tract.
            • Maintain pricing in NewStar system for price increases or decreases.
            • Run exhibit "C" for addendum to contracts as needed. Misc. Purchasing:
              • Ensure proper trades and pricing are included within all options for Design/Option Coordinator approval.
              • Schedule each lot on NewStar scheduling system.
              • Train all subs on website.
              • Ensure all prelien, tract maps address lists are loaded to the website for subs.
              • Submit PGE/Edison/Gas Company contracts/Application as needed.
              • Work with trades/manufacturers as needed with incentives and rebates.
              • Travel as needed to review product.
